Architecture
Flat agent swarms do not scale under continuous high-assurance auditing. Aether uses a three-tier model with mandatory reconciliation so capacity can grow without collapsing verification fidelity. Tier-0 governance, domain supervision, and specialist workers keep authority and evidence aligned.
