Sovereign-grade · Post-quantum

Hierarchical agentic infrastructure for regulated verification at scale.

A high-assurance control plane for government and large enterprise: multi-pass validation as structure, not theater. Orchestration and accountability on high-capability infrastructure. Not a chatbot product.

Request White Paper Platform overview

Control plane

Tier-0 governance

Validation

Multi-pass, structural

Cryptography

Post-quantum by design

Platform

Built as a control plane, not a chat product.

Everyone can wrap agents. Aether is hierarchical isolation, mandatory reconciliation, and multi-pass validation as standing structure. Verification depth is structural and scales with allocated compute. No fixed pass count is treated as a ceiling.

Hierarchical multi-agent architecture

Domain-isolated swarm clusters under a high-assurance Tier-0 governance layer. Hyper-specialized agents, mandatory reconciliation, elastic capacity.

Structural multi-pass validation

Verification is mandatory architecture, not an optional add-on. Depth scales with allocated compute. No fixed pass count is treated as a ceiling.

Post-quantum design posture

Cryptographic patterns oriented to ML-KEM, ML-DSA, and SLH-DSA families (FIPS 203/204/205). Identity-bound actions. Zero-trust control plane. Design posture, not a certification claim.

Institutional control plane

Aether is the orchestration and accountability layer. It runs on high-capability infrastructure; it is not a general-purpose chatbot or foundation-model product.

Architecture

Hierarchical. Domain-isolated. Reconciled.

Flat agent swarms do not scale under continuous high-assurance auditing. Aether uses a three-tier model with mandatory reconciliation so capacity can grow without collapsing verification fidelity. Tier-0 governance, domain supervision, and specialist workers keep authority and evidence aligned.

Tier 0

Master governance

Global routing, policy, cross-domain reconciliation, final evidence certification.

Tier 1

Domain supervisors

Cluster leadership, prioritization, intra-domain reconciliation, interface compliance.

Tier 2

Specialist workers

Elastic pools of reasoning, verification, and packaging agents with narrow mandates.

Mandatory reconciliation

No significant output crosses a tier or domain boundary without cryptographic consistency checks.

Fault isolation

Domain clusters contain failures first. Cross-domain mediation is Tier-0 only.

Elastic specialization

Tier-2 pools separate reasoning, verification, and packaging so capacity tracks workload.

Sectors

Government first. Enterprise second. Verticals on the same core.

Aether is built for sovereign verification. Large corporations and regulated enterprise groups are an important secondary surface, delivered through Hemera on the same hierarchical core—not a peer product line.

Government

Primary

Fiscal integrity, program verification, process backlog reduction, continuous audit evidence. The defining workload class for Aether.

Enterprise

Secondary

Large corporate and multi-entity environments: controls depth, reconciliation at scale, regulatory evidence. Served through Hemera—same core, secondary mandate.

Domain verticals

Healthcare

Claims integrity, provider attestation, records consistency under strict privacy constraints.

Banking & finance

Controls monitoring, reconciliation depth, regulatory evidence at institutional scale.

Judicial systems

Case-flow integrity, procedural compliance, chain-of-custody for process evidence.

Critical infrastructure

Cross-system consistency, operational verification, high-assurance logging.

Space & semiconductor systems

Architecture support for high-assurance semiconductor and space-systems environments.

Research

Verification-heavy scientific workflows under institutional control. Evidence packages, not chat transcripts.

System family

Aether is the core. Hemera is the enterprise surface.

One hierarchical architecture. Aether is the sovereign product. Hemera maps that core to large corporate environments. Phanes and Vigil are specialized extensions—not peers of Aether.

Aether

Primary · Sovereign core

Government-grade hierarchical agentic infrastructure for national and institutional verification. Defines the control plane, isolation model, and verification discipline for the family.

Hemera

Secondary · Enterprise

Enterprise mapping of the Aether core for large corporations and regulated groups. Same topology and discipline; secondary mandate and commercial surface.

Phanes

Extension

Hardened edge integrity and logistics monitoring.

Vigil

Extension

High-assurance presence and operational continuity with cryptographic attribution.

Security

Security that is structural, not decorative.

  • Structural multi-pass validation; depth scales with allocated compute.
  • Post-quantum cryptographic design patterns for identity, encapsulation, and signatures.
  • Cryptographically attributable agent actions and evidence packaging.
  • Reduced reliance on ad-hoc human intervention in security-critical paths.
  • Domain isolation with circuit-breaker style containment for degraded clusters.

Contact

Institutional inquiries only.

ADS · Aether Data Sovereignty

Data sovereignty for people and institutions.

Aether Data Sovereignty (ADS) explores a future in which individuals and institutions have clearer control over their information, more meaningful privacy choices, and better tools for protecting sensitive information. Accessibility and practical protection are central to the mission.

Current status

An accessible privacy mission in development.

ADS is not yet a live data-removal, hosting or custody service. Please do not send personal records, credentials or sensitive institutional information through ordinary website inquiries.

One research initiative · Two audiences

Privacy for people. Confidence for institutions.

Practical, affordable access is an objective; services, pricing and results are not yet established.

Privacy Visibility & Control

Personal data protection

Explore assisted data-broker opt-outs, privacy exposure reviews, account and device hygiene, clear permission management, and documented requests to remove personal information where rights or provider policies permit.

Available rights and outcomes depend on the relevant service, data and law; universal removal is not promised.

Privacy, Governance & Evidence

Institutional data sovereignty

Research residency and access governance, retention controls, responsible processing, cryptographic key management, data separation, and evidence that organizational permissions are respected.

Any future service would require appropriate technical, contractual and regulatory safeguards.

Privacy Within Reach

Accessible by design

Explore lower-friction, cost-conscious privacy workflows for ordinary people, not only large enterprises with specialist security budgets.

Protection That Evolves

Resilience for changing threats

Assess ordinary encryption, sound key management, and post-quantum transition paths against real threats and deployment costs. Standards alignment is not proof of a validated implementation.

Relationship to the core

One mission, two audiences.

Personal data

Advance understandable privacy choices, transparent assistance and meaningful control over personal information.

Institutional control

Explore data governance that gives institutions clearer privacy controls and greater confidence in how their information is managed.

ADS is a developing Aether initiative serving two audiences, not two separate companies. The description sets out its public mission, not confidential implementation methods or guarantees of future performance.

Aether Sovereign Banking (ASB) envisions a financial future grounded in accountability, clarity and trust. Its purpose is to explore how verifiable governance and resilient infrastructure could strengthen the relationships between individuals, institutions and the systems they depend on.

The mission

Finance deserves trust that can be demonstrated.

Financial sovereignty begins with meaningful control, understandable responsibilities and trustworthy information. ASB brings Aether’s broader mission of accountable technology to the future of financial infrastructure, with an emphasis on integrity, institutional coordination and public confidence.

Financial sovereignty

Explore financial systems that respect clear authority, informed choice, and accountability to the people and institutions they serve.

Verifiable integrity

Investigate how financial information and institutional assurances can become easier to understand, assess and trust.

Responsible coordination

Consider stronger connections between institutions with clear responsibilities, boundaries and oversight.

Resilience by design

Examine continuity, sound governance and long-term reliability as principles for future financial infrastructure.

Long-term vision · Current status

A long-term mission. A deliberate foundation.

ASB is one part of Aether’s wider mission to make critical systems more understandable and accountable. Its research explores what a more transparent, resilient and trustworthy financial ecosystem might look like, and what responsible partnerships could make possible over time.

Current status: ASB is not currently a bank or a provider of accounts, deposits, payments, lending, custody or investment services. Any future regulated offering would require applicable approvals. See the Legal notices for details.

Aether Data Sovereignty

AEGIS · Proposed extension · AI–grid attestation↗

AEGIS

Research into attestable AI energy use, load shifts and available electrical capacity.

Proposed extension

AEGIS · Aether Global Energy Intelligence System

Verification for the facts behind AI power.

Aether Global Energy Intelligence System (AEGIS) is a proposed Aether extension for independent, evidence-bound review of AI electricity use, claimed workload shifts and supportable electrical capacity. Aether does not own the grid. It refuses false power facts.

Formation status

Proposed verification extension. Not an operating attestation service.

AEGIS describes a research direction, not a completed product, third-party certification, metered deployment, regulated market service or guarantee of electrical delivery.

The three proposed attestation objects

Three claims. Three distinct burdens of proof.

USE

What energy was consumed?

Evaluate bounded claims about metered or operator-reported kWh, time windows, system boundaries, attribution and uncertainty. An intensity feed cannot prove a meter reading.

SHIFT

Did demand actually change?

Compare recorded load-shift events with a defensible baseline, schedule and operational evidence. A schedule alone does not prove a reduction.

AVAILABILITY

Is that megawatt supportable?

Assess claimed capacity against owner records, interconnection status, transmission and last-mile constraints, contracts, timing and uncertainty. Nameplate MW is not deliverable MW.

Its distinctive act

The refusal matters as much as the finding.

ClaimBound the questionIdentify who made the claim, what it covers, and when it is supposed to be true.
EvidenceCheck the sourcesUse authorized records with provenance, scope, integrity checks and explicit limitations.
ReviewReconcile the recordApply a defensible method, document uncertainty and test for material contradictions.
DecisionSupport, withhold or rejectProduce a traceable assessment. Missing evidence is not, by itself, proof of a false statement.

Boundary and authority

The grid remains with its owners.

AEGIS does not dispatch GPUs, sell or arrange electricity, perform utility interconnection studies, own transmission assets, or certify regulated market participation. Orchestration, procurement and grid construction are activities of authorized counterparties.

First proof

Evidence before platform.

The next milestone is one bounded, authorized USE, SHIFT or AVAILABILITY evidence package, independently checkable within an explicit measurement scope. An unsupported claim is withheld, not marketed as verified.

Architecture

Under Aether. Distinct from Phanes and Vigil.

AETHER

The sovereign governance and evidence-control concept from which AEGIS would inherit authorized mechanisms.

PHANES / VIGIL

Existing named extensions for edge integrity and presence or continuity; neither defines AI–grid attestation.

“CERTIFY” in internal Aether terminology would refer to a bounded evidence-package decision, not accreditation, ISO/RTO approval, a statutory certification or a professional-engineering seal.

Legal Notices & Website Terms

Aether Sovereign Systems™ | AETHER™

These Legal Notices govern the scope of information and permissions made available at aethersovereignsystems.com and identify the protection of AETHER's technology, original expression, brand identifiers, restricted systems, and confidential information. All rights and remedies available under applicable law are reserved by their lawful holders.

Aether Sovereign Systems LLC, a Delaware limited liability company operating under the AETHER™ and Aether Sovereign Systems™ brands, pursues technology research and development. Its public materials describe research, conceptual architectures, technical programs, and potential applications. No public description alone constitutes a commercial deployment commitment, certification, regulatory approval, or offer to provide regulated services.

Aether Data Sovereignty (ADS) identifies AETHER's data-sovereignty initiative.

Aether Sovereign Banking (ASB) identifies its proposed financial-infrastructure research concept, not an existing chartered bank or financial service.

AEGIS (Aether Global Energy Intelligence System) identifies a proposed extension for examining evidence of AI electricity consumption, workload-demand shifts, and claimed electrical capacity. AEGIS is not an operating energy service or accredited certification body.

AETHER does not solicit deposits, process customer payments, custody customer funds, or offer an operational ADS customer-data hosting or custody service through this website. Ordinary website and inquiry information is distinct from a future ADS service.

The term “sovereign” concerns intended technical control and governance; it does not signify governmental ownership, endorsement, legal immunity, or public authority. These notices operate alongside, and do not replace, any separate agreement actually accepted by the parties.

01. Operator, Scope, and Contact

This website is operated by Aether Sovereign Systems LLC, a Delaware limited liability company founded by Matthew-Lee Morgan. The company operates under the Aether Sovereign Systems™ and AETHER™ identifiers. For these notices, “AETHER,” “Aether,” “Company,” “we,” “us,” and “our” refer to Aether Sovereign Systems LLC in its capacity as the website operator. Intellectual-property ownership and authorization remain governed by the actual rights of the founder, the Company, and any third-party licensors; this operator designation is not an assignment of those rights.

These notices apply to the public website and materials supplied at aethersovereignsystems.com. A separately executed or electronically accepted instrument governs any agreed confidential evaluation, restricted workspace, license, pilot, deployment, procurement process, or other commercial relationship within its scope.

Legal notices, rights inquiries, security disclosures, and institutional correspondence: founder.aethersystems@proton.me.

02. Research and Development Status

Aether pursues research and development concerning agentic infrastructure, verification, cybersecurity, distributed and edge systems, provenance, software integrity, institutional accountability, and related technologies.

Public descriptions may concern concepts, proposed architectures, research, prototypes, demonstrations, or intended capabilities. A development description is not a representation that a production system has been completed, independently validated, approved for regulated use, or made available to customers.

Availability, performance, integration, certification, implementation dates, and other commitments arise only to the extent expressly stated in an applicable agreement or a specific, substantiated statement identifying its scope. Research directions and proposed features may change or be discontinued.

Demonstrations identified as simulated use illustrative conditions and do not establish production performance, live customer activity, or regulatory authorization.

Good-faith research and compliance approach

The founder has undertaken research and preliminary technical, legal, and regulatory review in good faith to inform Aether’s development and public disclosures. Aether’s stated intention is to continue evaluating applicable requirements, seek qualified professional guidance and any necessary approvals before regulated operations, and correct identified inaccuracies as appropriate. This statement describes research and intended diligence, not a claim that Aether has received any particular regulatory approval, independent certification, or third-party authorization. Any approvals, substantiation, or permissions required for a future activity must be addressed before that activity begins.

03. The Aether Pantheon

AETHER is the proposed sovereign architectural core. Hemera concerns its enterprise surface, while Phanes and Vigil are specialized extensions. Aether also develops research initiatives named Aether Data Sovereignty (ADS), Aether Sovereign Banking (ASB), and AEGIS (Aether Global Energy Intelligence System), a proposed AI–grid fact-attestation extension. “The Aether Pantheon” is an editorial name for this connected group, not a claim of separate legal personality, regulated authorization, exclusive trademark ownership or shared liability protection for each initiative.

ADS addresses both individual privacy and institutional data governance. ASB concerns proposed financial-infrastructure research; it is not a chartered bank. AEGIS would evaluate bounded claims concerning USE (electricity consumption), SHIFT (electrical demand changes against a valid baseline), and AVAILABILITY (supportable capacity subject to interconnection, delivery infrastructure, contracts and timing). All three are presently described as development work, not operating products.

AEGIS's internal proposed CERTIFY decision would concern an evidence package and its scope, not accreditation, utility/ISO approval, professional engineering certification, guaranteed power delivery or government endorsement. AEGIS is not marketed here as an electricity seller, broker, power marketer, utility, demand-response aggregator, or workload dispatcher. Such activities, including paid introductions or transaction-contingent compensation, require separate conduct-specific and jurisdiction-specific legal review. Neither a no-title clause nor a disclaimer automatically avoids licensing rules.

04. Financial-Infrastructure Research; No Banking Offering

Aether is not a bank and does not offer deposit accounts, savings accounts, payment accounts, money transfers, lending, investment management, securities brokerage, or custody of customer funds or digital assets through this website. Aether is not an FDIC-insured depository institution and does not offer FDIC-insured products.

Aether Sovereign Banking (ASB) is the designated name of a proposed research concept, not the name of a chartered bank, depository institution, separately established regulated entity, or available financial service. Its public use as a brand or regulated-business name remains subject to applicable naming, trademark, and advertising rules. Financial-infrastructure materials describe proposed research and business concepts. They do not invite anyone to deposit or transfer money, open an account, submit financial-account credentials, or rely on Aether to execute a financial transaction.

Any future financial activity would require an assessment of the actual service, operator, jurisdiction, and applicable authorizations before it is offered. No future charter, license, bank partnership, regulatory approval, or commercial launch is represented as assured.

Do not send funds, wallet recovery phrases, private keys, payment instructions, bank-login information, or financial identity documents through the website’s ordinary contact channels.

05. Data-Sovereignty Research; No Operational Data Service

Aether Data Sovereignty (ADS) is a proposed research initiative intended for individuals and institutions. For individuals, exploratory activities include privacy exposure assessments, data-broker removal assistance, rights-based deletion requests, data-use transparency and accessible security practices. For institutions, research includes residency, controlled access, retention, accountability, segregation and appropriate cryptographic controls. These are future-oriented subjects, not representations that the Company currently provides an operating data-erasure, data-hosting, data-custody or protected processing service.

Erasure, suppression, account deletion, de-indexing, broker opt-outs and cryptographic erasure are legally and technically different actions. Their availability depends on data location, controller/provider obligations, exemptions, backup and retention requirements, and lawful processing purposes. No claim is made that ADS can erase all online data, prevent every collection, remove information from every third party, or make records immune to legally valid demands. Affordable personal access is a development objective, not a published price or guarantee.

Any future personal or institutional offering must undergo an assessment of actual data handling, applicable consumer-protection and privacy laws, security, notices, consent or other lawful bases where required, vendor arrangements, and contractual responsibility. Do not submit personal records, sensitive datasets or customer credentials through the general research contact.

06. Private Initiative and Meaning of “Sovereign”

“Sovereign” describes intended control, governance, and deployment characteristics. It does not represent government ownership, government endorsement, diplomatic status, immunity from law, or authority to exercise public powers.

References to governments, institutions, regulators, standards, or other organizations identify an intended context or technical subject unless a specific relationship is accurately and expressly described.

07. Informational Purpose; No Transaction Created

The public website supports research discussion, institutional inquiries, and evaluation of Aether’s development work. It does not itself make a binding service offer, securities offering, investment recommendation, professional engagement, or commitment to supply a product.

Browsing, requesting information, or sending an inquiry does not by itself establish a partnership, employment relationship, agency, fiduciary relationship, customer account, investment interest, or entitlement to a future service. Applicable law and any separately accepted agreement determine the parties’ actual rights and responsibilities.

08. Notices and Contractual Acceptance

These materials include factual disclosures and notices of rights that may exist independently of a contract. Provisions requiring agreement apply only where the relevant person has validly agreed to them.

We do not treat ordinary public browsing as universal acceptance of contractual obligations. Where an evaluation, restricted download, account, or other workflow requires an agreement, the applicable terms and acceptance mechanism will be presented in that workflow.

An acknowledgment that a notice is available is not necessarily agreement to every contractual provision. Applicable nonwaivable rights remain unaffected.

09. Public Viewing and Lawful Use

Subject to applicable law, visitors may access and view the public website for legitimate informational, research, evaluation, and institutional-discussion purposes. This limited permission includes ordinary technical copies incidental to that access.

It does not grant permission to exploit protected material commercially, misrepresent an affiliation, or access nonpublic resources. Copyright exceptions, lawful quotation, accessibility, legitimate commentary, criticism, journalism, and other uses protected by law remain available.

No broader technology, source-code, patent, trademark, exclusivity, or commercialization license is granted merely by publishing material or receiving an inquiry. Rights expressly granted here, in another valid license, or by law are not withdrawn by a general reservation of rights.

10. Intellectual Property, Title, and Reservation of Rights

Except where an identified third party owns or licenses a component, original material is published by or with the authority of the relevant lawful rights holder, which may be the founder or the Company depending on authorship and actual assignments or licenses. Company formation, publication, branding, and these notices do not by themselves transfer ownership of founder-created or third-party intellectual property. Applicable assignments or licenses, including written copyright transfers where required by 17 U.S.C. § 204(a), determine title.

Qualifying original site content, software expression, design artwork, documentation, and sufficiently original compilations may be protected by copyright. Copyright does not confer exclusive rights in underlying ideas, abstract systems, algorithms, business models, technical methods, facts, functional features, or short names. Publication grants no patent, proprietary-method, commercial-use, source-code, sublicensing, or third-party intellectual-property right beyond applicable law, an express license, and ordinary incidental viewing.

Unpublished architecture, implementation logic, private repositories, source materials, confidential evaluations, commercial data and technical know-how must be managed outside the public website under suitable access controls and, where appropriate, enforceable confidentiality arrangements. No claim is made that every concept, word, photograph, external component, or AI-assisted output is exclusively owned or legally protectable.

11. AETHER™ Marks, Brands, Identifiers, and Passing Off

Aether Sovereign Systems™ and AETHER™ identify the Company's technology research and development identity, subject to actual ownership, distinctiveness, priority, lawful marketplace use, and any rights held by others. The ™ symbol asserts a claimed mark; it is not proof of registration, clearance, priority, nationwide exclusivity, or enforceable use in commerce. The ® symbol is reserved for a mark with an applicable registered status.

ADS, ASB, AEGIS, Hemera, Phanes and Vigil currently identify research initiatives or architectural concepts. Their names have not been represented as cleared trademarks. The terms “AETHER,” “AEGIS,” and similar words may be used by unrelated businesses in adjacent industries. No claim is made to exclusive rights in a word across all goods, services, or jurisdictions. Particular use may require a comprehensive trademark search, relevant approvals, and individualized brand assessment before service launch.

Aether Sovereign Banking is a research label only, not a banking charter or authorization to use a regulated banking-business name. AEGIS identifies the independently developed Aether Global Energy Intelligence System research proposal. Public naming preserves this attribution but does not claim exclusive ownership of the standalone word across unrelated fields. False designation of origin and legally actionable confusion may be addressed under 15 U.S.C. § 1125 and other applicable law only when the factual and legal elements are established. Lawful criticism, nominative reference, comparison, and other statutory rights are preserved.

12. Inventions and Disclosure

Access to public descriptions does not grant a patent license. No patent application, patent grant, filing priority, exclusive invention right, or “patent pending” status is asserted by the mere appearance of ADS, ASB, AEGIS or AETHER material on this site.

Public disclosure may undermine trade-secret status and patent eligibility or novelty, including rights outside the United States. Although some inventor-originated disclosures may receive a limited U.S. grace period, other jurisdictions often treat public disclosure before filing differently. This notice cannot preserve rights already lost through publication.

Patent eligibility for software and business-related methods is fact-specific and can require a technical application beyond an abstract idea. The Company reserves the right to evaluate genuine inventions confidentially with qualified counsel before releasing operative methods, scoring criteria, source code or enabling technical specifications.

13. Confidential Information, Trade Secrets, and Controlled Disclosure

Qualifying trade secrets may include genuinely nonpublic implementation methods, technical designs, algorithms, evaluation thresholds, source code, security architecture, customer and commercial information, private schemas and integration plans. A claim of trade-secret protection depends on the actual owner, information's economic value from secrecy, and reasonable affirmative secrecy measures, not on this legal notice alone. Relevant law can include 18 U.S.C. §§ 1836, 1839 and applicable state law.

Reasonable measures may include restricted access, separate private repositories, permission reviews, appropriate written NDAs, controlled disclosure, documented ownership and access, deletion or return procedures where enforceable, and confidentiality obligations in vendor or evaluation agreements. General disclosure on an unrestricted website ordinarily cannot later be relabeled confidential by posting a warning.

Lawful independent development, reverse engineering where permitted, reporting, whistleblower immunity under 18 U.S.C. § 1833(b), legal process, and other applicable protections remain unaffected. Any confidential evaluation should use a separately accepted agreement and appropriately controlled exchange, not ordinary public inquiry email.

14. Automated Extraction, AI Training, and Computational Reuse

The Company and other lawful rightsholders reserve rights in protectable original text, code, artwork, and qualifying compilations. No voluntary license is granted for copying protected materials to create unauthorized commercial mirrors or distributing unpublished restricted materials. Any use of materials for automated extraction, model training, indexing, research or other purposes remains governed by applicable copyright law, valid contractual or technological restrictions, and exceptions such as fair use where applicable.

A website notice alone cannot categorically prohibit lawful AI training, prohibit use of public ideas or facts, or turn public viewing into an agreed contract. Robots directives may express crawler preferences but do not themselves confer new intellectual-property rights or keep publicly served content confidential. Unauthorized access to restricted resources is separately subject to applicable computer-access law, permission and factual requirements.

15. Systems Integrity, Restricted Access, and Security Authorization

Public website access extends only to information intentionally made public. It confers no authority to enter, probe, commandeer, damage, disable, or exfiltrate from private repositories, developer consoles, administrative endpoints, internal APIs, cloud environments, databases, model infrastructure, accounts, network segments, identity systems, or affiliated institutional systems. Permission to view a webpage is not permission to access a restricted system.

The following activities are outside any permission conveyed by this website: credential theft; unauthorized privilege escalation; malicious persistence; circumvention of authentication; destructive alteration; malware deployment; unauthorized data acquisition; denial of service; impersonation; unauthorized use of computing resources; or retaining or disclosing materials acquired without authorization. Their legality depends on the governing statute, actual permission, state of mind, conduct, and circumstances. Relevant authorities appear in § 27.

Any security evaluation must operate within a separately documented and authorized scope, or other authorization recognized by applicable law. A vulnerability report does not retroactively authorize activity that exceeded permission. Findings may be submitted to founder.aethersystems@proton.me. Lawful independent research, statutory exceptions, and protected disclosures remain unaffected.

16. Unsolicited Submissions and Feedback

Do not send confidential information, third-party trade secrets, source code, patent-sensitive material, or restricted data without an appropriate arrangement.

An unsolicited proposal does not by itself create a payment obligation, exclusive relationship, duty to develop the proposal, or duty to respond. It does not prevent independent work on similar subject matter, subject to applicable rights and law.

Sending information does not automatically transfer ownership of the sender’s intellectual property. Aether will seek an appropriate permission or agreement where use of protected submitted material requires one.

17. Third-Party Material and Open-Source Rights

Third-party references are supplied for context and do not establish a partnership, endorsement, certification, or confirmed integration. External services have their own operators and terms.

Third-party software, standards, content, and other material remain subject to their applicable rights and licenses. These notices do not override an open-source license or remove permissions that license grants.

18. Technical Limitations and Evidence

References to cryptography, verification, governance, post-quantum standards, or system controls identify design objectives or separately evidenced implementations; they do not establish that any Aether, ADS, ASB or AEGIS deployment is production-ready, independently audited, independently certified, available to customers or appropriate for regulated use. NIST's FIPS 203/204/205 algorithm standards do not, by themselves, demonstrate validation or correct integration of a complete system. Performance and risk depend on implementation, threat model, inputs, configuration, third-party components and human decisions.

For AEGIS, signed or hashed records can support integrity and provenance but do not independently establish truthful source measurements, accurate baseline modeling, verified emissions reductions, electrical deliverability or ISO/utility approval. A verified finding must be bounded to a method, source, period, scope and uncertainty. Insufficient evidence is not evidence of falsehood; independently corroborated contradiction may justify rejection. No site description replaces a revenue-grade meter, approved market M&V protocol, engineering study, professional assurance, or environmental-claim substantiation.

Future ADS data-erasure claims must distinguish deletion, suppression, provider opt-outs and residual copies. Future ASB claims must not imply deposit protection, licensed financial services or custody. Statements of prospective results are not guarantees.

19. Public Materials and Warranties

To the extent permitted by applicable law, the free public website and developmental materials are offered on an “as is” and “as available” basis, without a contractual assurance of completion, availability, suitability, or a particular result. Where an enforceable agreement permits, implied warranties are disclaimed to the lawful extent.

This provision does not negate a factual representation that applicable law makes actionable, a separately agreed warranty, or a right or remedy that cannot lawfully be excluded. It is not a representation that a disclaimer eliminates every potential claim.

20. Service-Specific Risk Allocation

Any agreed liability limitation, indemnification, service warranty, insurance requirement, or operational responsibility for a pilot or deployment belongs in the applicable accepted agreement. The public website does not impose an indemnity merely because a person visits it or makes an inquiry.

Different activities may require different legal terms. A free informational website, a software evaluation, a customer-data service, and a regulated financial relationship are not treated as interchangeable contractual contexts.

A proposed AEGIS pilot involving meters, operator logs, scheduling events, load profiles, utility records, or asset-owner statements would require specific permission to receive and use those records, a confidentiality and security allocation, a defined reliance and liability framework, and any necessary technical or regulatory qualifications. No accuracy, deliverability, savings, interconnection, energy-supply, or market-qualification guarantee arises from a website description or an unexecuted concept.

21. Privacy, Communications, and Records

General inquiries are handled through email at founder.aethersystems@proton.me. This static website does not provide ADS data-removal intake, ASB account opening, or AEGIS energy-evidence upload. A separate service-specific collection or deletion process has not been launched.

Emails sent voluntarily may contain the sender's address, correspondence and attachments; technical hosting providers may process ordinary connection information for website delivery and security. Actual logs, analytics, cookies, processors, retention periods, international transfers and rights must be evaluated against the deployed hosting configuration and applicable privacy law. This section is a general notice, not a substitute for any separate privacy policy or jurisdiction-specific disclosure legally required for actual operations. Do not send account credentials, identity documents, medical or financial records, sensitive datasets, SCADA logs, meter exports or confidential infrastructure diagrams through ordinary email.

Any future personal-data or institutional-data service must identify its applicable controller/processor or business/service-provider roles, purposes and legal bases where required, access and deletion mechanisms, vendor obligations, retention, security and applicable legal exemptions. Energy and infrastructure telemetry may require special commercial or security restrictions, but not all such telemetry is legally CEII or subject to NERC CIP. Separate authorization and agreements are required for pilot data.

22. International Access, Export Controls, and Sanctions

Website access does not authorize a transaction, technical release, export, re-export, transfer, or service that would violate applicable law. Where applicable, the United States Export Administration Regulations (15 C.F.R. Parts 730–774), relevant U.S. sanctions programs, and import, data-transfer, encryption, public-procurement, and national-security requirements must be assessed for a specific transaction. Particular software, cryptographic items, technical information, recipients, and destinations may require separate classification or authorization.

A general reference to international or sovereign deployment is not confirmation that a specific product may lawfully be supplied in every country. Actual offerings will need their own legal and operational assessment.

23. Enforcement, Evidence, Equitable Relief, and Remedies

AETHER reserves the right, through the legally entitled rights holder, to seek injunctive relief, damages, recovery or disgorgement remedies, court-supervised preservation, corrective measures, takedown relief, and other remedies when supported by applicable law and competent jurisdiction. Relevant provisions may include 15 U.S.C. §§ 1116–1117 (trademark remedies subject to the relevant claim and registration rules), 17 U.S.C. §§ 502–505 (copyright remedies), 18 U.S.C. § 1836(b) (trade-secret remedies), ORS 646.463–646.469, and 11 Del. C. § 941 (specified civil remedies for qualifying Delaware computer offenses).

AETHER may preserve and document records relevant to a suspected incident in accordance with applicable privacy and retention law; notify service providers of documented abuse; and refer suspected criminal conduct to competent authorities where appropriate. AETHER reserves appropriate enforcement and reporting options while recognizing that prosecution, criminal penalties, and compulsory process belong to competent public authorities and courts. All claims depend on ownership, proof, jurisdiction, statutory elements, defenses, and procedural requirements.

24. Governing Law and Competent Forum

Where an enforceable agreement expressly incorporates this provision and does not specify another governing law or forum, Oregon law governs the contract, subject to applicable federal law and nonwaivable requirements. Delaware law governs the formation and internal affairs of Aether Sovereign Systems LLC to the extent required by applicable law. California, New York State, New York City, foreign, or international legal requirements apply when the relevant legal or territorial tests are met; listing them here does not independently elect or extend their jurisdiction. Any agreed Oregon forum remains subject to the jurisdictional and venue requirements of the competent court.

This provision does not select the internal governance law of a separate entity, bind someone who has not validly agreed where agreement is required, or restrict a regulator’s lawful authority. Lawful provisional relief may be sought elsewhere where the relevant court has jurisdiction.

25. Revisions, Precedence, and Reserved Rights

Changes to these notices apply prospectively upon their actual publication or on a later effective date expressly identified in the published version, subject to applicable law. Where material contractual changes require acceptance, the applicable acceptance process will be used.

A separate accepted agreement governs its stated subject and controls a direct conflict within that scope. Third-party licenses and mandatory law also retain their applicable effect.

If a provision is unenforceable, its lawful severance or limitation will be determined under applicable law. A failure to assert a right does not necessarily waive it. Rights are reserved only to the extent they exist under law and consistently with permissions expressly granted.

26. Governing Statutory Framework and Jurisdictional Scope

The legal protections and obligations potentially relevant to AETHER arise from particular statutes, common-law doctrines, licenses, and valid contracts; they are not created merely by publication of these notices. Each law applies only to conduct, persons, services, data, and territory within its legal scope. The following references identify principal frameworks rather than asserting universal jurisdiction.

Delaware: legal identity, banking perimeter, and computer offenses

Aether Sovereign Systems LLC is a Delaware limited liability company governed as to formation and internal affairs by 6 Del. C. chapter 18, notably §§ 18-102, 18-106, and 18-201. Its ordinary lawful business authority does not itself include banking. 5 Del. C. §§ 901–902 address charters and authorization for banks and trust companies; separate rules may apply to banking-related names and financial activities. The Aether Sovereign Banking concept is not a representation that any license has been granted.

For actual conduct falling within Delaware jurisdiction, 11 Del. C. §§ 931–941 concern computer-related offenses, penalties, venue, and specified civil remedies. The mere formation of a Delaware entity does not cause every interaction worldwide to become a Delaware offense.

Oregon: operations, confidential assets, trade practices, and privacy

Oregon requirements may include ORS chapter 63 (LLC and foreign registration matters), ORS chapter 648 (assumed names), ORS 646.461–646.475 (trade secrets), ORS 646.607–646.608 (specified trade practices), ORS 646A.570–646A.589 (consumer privacy, subject to thresholds and exceptions), and ORS 164.377 (computer crime). Whether an out-of-state LLC must register in Oregon is a separate facts-and-activity determination.

California: computer protection, trade secrets, commerce, and privacy

California authorities may include Penal Code § 502 (computer crimes and certain civil remedies), Civil Code §§ 3426–3426.11 (trade secrets), Business & Professions Code § 17200 (unfair competition), Business & Professions Code §§ 22575–22579 (online privacy-policy duties where applicable), and Civil Code § 1798.100 et seq. (CCPA/CPRA where the statutory definition of a covered business and other requirements are met). Current aspirations to serve California institutions do not alone establish California jurisdiction.

New York State and New York City: computer offenses and market conduct

New York State laws include Penal Law Article 156 (computer-related offenses), General Business Law §§ 349–350 (unfair, deceptive, abusive, and false advertising provisions as amended), and General Business Law §§ 899-aa–899-bb (certain breach and data-security requirements). Applicable New York City consumer-protection rules include Administrative Code §§ 20-700–20-701, when the relevant city nexus and legal requirements are met. New York City does not maintain a separate general criminal penal code displacing New York State's Penal Law.

Federal law: trademarks, copyright, trade secrets, computer integrity

Key federal civil and criminal frameworks include 15 U.S.C. § 1125(a), (d) (qualifying false origin/association and bad-faith cybersquatting claims), 17 U.S.C. §§ 102, 106, 107, 501–505, 1201–1202 (copyright and access/rights-management controls with exceptions), 18 U.S.C. § 1030 (computer offenses and limited civil action), 18 U.S.C. §§ 1832–1833, 1836, 1839 (trade secrets), and 15 U.S.C. § 45 (unfair/deceptive commercial conduct). Any statutory remedies remain subject to standing, registration requirements where applicable, scienter, jurisdiction, defenses, and proof.

International and cross-border activity

Cross-border conduct may implicate Regulation (EU) 2016/679 (GDPR), particularly Articles 3, 5–6, 13–14, 32, and 44–49 and the UK GDPR/Data Protection Act 2018, subject to their territorial and substantive reach. Exports, remote technical assistance, cryptography, software transfers, and institutional engagements may also implicate the U.S. Export Administration Regulations, 15 C.F.R. Parts 730–774, sanctions rules administered by OFAC, and the laws of the recipient jurisdiction. No assurance of universal suitability, license coverage, data localization, or immunity is conveyed by a globally accessible website.

Energy markets, utility activity, and environmental representations

The Federal Power Act and the jurisdictional rules administered by the Federal Energy Regulatory Commission govern qualifying wholesale electricity sales and related activities; market-based-rate authorization may be required of wholesale sellers under applicable circumstances. State law can separately regulate retail power sales, brokers, aggregators, and customer-facing energy activities. AEGIS research does not purport to supply electricity or to supply any statutory exemption from licensing or registration. A claim of avoided emissions, load reduction, renewable energy use, or environmental benefit must also be substantiated under applicable consumer-protection and advertising law, including the Federal Trade Commission Act and relevant FTC Green Guides as interpretive guidance where applicable. Technical evidence must be evaluated against the governing market, methodology, jurisdiction, and actual representations; a public legal notice alone provides no regulatory approval.

27. Criminal Computer Statutes and Statutory Enforcement Boundaries

Unauthorized access to restricted systems, theft of qualifying trade secrets, intentional interference with computing resources, and certain unauthorized data acquisition may constitute crimes independently of these notices. The applicable offense requires the acts, knowledge or intent, jurisdictional connection, and other elements specified by statute. AETHER may report suspected offenses but does not declare guilt, prosecute crimes, or impose statutory fines.

Authority Specifically identified prohibitions or remedies, where elements are met
Federal — 18 U.S.C. § 1030(a)(2) Certain unauthorized access or access exceeding authorization to obtain protected information; the statutory definitions and coverage apply.
Federal — 18 U.S.C. § 1030(a)(4) Qualifying unauthorized computer access with intent to defraud that furthers a fraud and obtains something of value.
Federal — 18 U.S.C. § 1030(a)(5)(A)–(C) Specified transmission, access, damage, loss, and intent combinations affecting protected computers. Civil relief under § 1030(g) is separately limited by statute.
Federal — 18 U.S.C. § 1832(a)(1)–(5) Knowingly stealing, improperly copying, receiving, attempting, or conspiring to appropriate a qualifying trade secret with the required injury and commerce-related intent.
Federal — 18 U.S.C. § 1831(a) Economic espionage involving theft or improper acquisition of qualifying trade secrets with the required knowledge or intent to benefit a foreign government, foreign instrumentality, or foreign agent. International collaboration alone is not this offense.
Delaware — 11 Del. C. § 932 Knowing unauthorized access to a computer system.
Delaware — 11 Del. C. §§ 933–935 Theft of computer services; unauthorized disruption or degradation of services; misuse of computer-system information, as individually defined.
Delaware — 11 Del. C. § 936 Specified unauthorized destruction or interference with computer-system equipment.
Delaware — 11 Del. C. §§ 939–941 Penalty classifications (§ 939), venue (§ 940), and aggrieved-person civil remedies (§ 941); these provisions are not additional free-standing computer-crime definitions.
Oregon — ORS 164.377 Statutorily defined computer crime involving certain knowing unauthorized access, use, fraud, damage, or disruption.
California — Penal Code § 502(c)(1)–(8) Enumerated acts of access, copying, alteration, interference, computer-service misuse, and computer contaminants, with the specific intent/permission elements and exemptions. Section 502(e) separately authorizes specified civil actions.
New York — Penal Law §§ 156.05, 156.10 Unauthorized use of a computer and computer trespass under their distinct elements.
New York — Penal Law §§ 156.20–156.27 Computer tampering in the fourth through first degrees, with separate mental-state and resulting-harm requirements.
New York — Penal Law §§ 156.29, 156.30, 156.35, 156.50 Specific unlawful duplication and possession offenses, including a distinct § 156.29 medical-history provision, and statutory defenses.
New York — Penal Law § 165.07 Unlawful use of secret scientific material through specified reproduction or representation with the required intent and absence of right.

The reference to an offense identifies a potential legal framework, not a standing threat to legitimate visitors. Criminal penalties may be imposed only by a competent authority after the applicable legal process; classification, available penalties, and restitution depend on the charged offense and proven facts. These notices neither restrict lawful security work beyond applicable law nor equate violation of a website preference with a crime.

28. Civil Enforcement: Copyright, Trademarks, Trade Secrets, and Computer Harm

For infringement or misappropriation supported by the facts and a legally sufficient claim, AETHER or the relevant rights holder reserves the right to pursue available legal and equitable remedies, including temporary or permanent injunctions, damages, recovery of profits where authorized, preservation and protective orders, and legally available fees or statutory relief. The relevant law includes:

  • Brand confusion and misleading association: 15 U.S.C. § 1125(a), with relief where authorized by 15 U.S.C. §§ 1116–1117. A federal registration is not always required for a qualifying § 1125(a) claim; rights and remedies remain fact-specific.
  • Original protected expression: 17 U.S.C. §§ 501–505, subject to originality, ownership, lawful exceptions, 17 U.S.C. § 411 registration-related prerequisites for covered suits, and 17 U.S.C. § 412 limits on certain statutory damages and attorney’s fees.
  • Copyright-management and access controls: 17 U.S.C. §§ 1201–1203, including lawful exemptions. Where a § 1202 claim concerns removal or alteration of qualifying copyright-management information, its distinct knowledge and infringement-facilitation elements apply; an ordinary omission is not automatically an offense.
  • Trade-secret misappropriation: 18 U.S.C. § 1836(b), ORS 646.463–646.469, and applicable laws in other jurisdictions; relief depends on qualifying secrecy, improper acquisition or disclosure, and other statutory requirements.
  • Computer-system harm: the federal civil action under 18 U.S.C. § 1030(g), only when a qualifying § 1030(c)(4)(A)(i)(I)–(V) factor and other statutory conditions are present, including the applicable limitation period, civil remedies under California Penal Code § 502(e), or 11 Del. C. § 941 where the required conditions are met.

AETHER expressly reserves qualifying unregistered trademark and service-mark rights. Its ™ designations communicate the claimed marks; they neither require a prior filing nor falsely represent issued federal registrations. The rights of lawful commentators, researchers, licensees, and other rights holders remain unaffected.

29. Security Incidents, Evidence Integrity, and Institutional Engagement

AETHER may investigate suspected unauthorized conduct, restrict abusive access where lawful, document and preserve relevant technical evidence in accordance with applicable legal obligations, notify affected parties and providers where required, and make appropriate referrals to competent authorities. AETHER will determine incident-response steps under the facts and law then applicable, including relevant notice, retention, preservation, and data-minimization duties. No commitment is made to maintain an unlimited log or to disclose information in violation of privacy, protective orders, or other legal obligations.

Independent security researchers may contact founder.aethersystems@proton.me to seek a written testing scope. No public bug-bounty or blanket testing authorization is established by this page. AETHER does not request bank credentials, private keys, account-recovery phrases, government restricted records, health records, production datasets, or confidential institutional credentials through an ordinary contact channel.

Any future pilot, governmental engagement, restricted evaluation, financial-infrastructure work, ADS customer-data arrangement, or AEGIS energy-evidence pilot will require separate scoping and appropriate documentation concerning operator identity, IP permissions, data responsibilities, access, security, confidentiality, licensing, export controls, and regulated activities. Naming a standard, government, financial institution, or certification authority is not a claim of contract, endorsement, license, accreditation, certification, or procurement award.

30. Statutory Interpretation, Preservation, and Nonwaivable Rights

Statutory citations identify selected laws potentially relevant to protected technology, commercial activity, data, and computer systems. They are not representations that an offense has occurred or that every law applies worldwide. No provision converts passive public browsing into a negotiated contract, alters the elements of a criminal offense, limits a regulator's lawful authority, or displaces rights that cannot be excluded. Laws and their interpretation may change.

All rights legally vested in AETHER's present or future rightful owners are reserved. The failure to assert a particular right at one time does not by itself waive that right. Any final remedy, court order, damages award, or criminal penalty depends on the competent authority and applicable law. A separately accepted agreement controls its stated subject where enforceable; other legal protections continue to apply independently.
